These policies describe how Estia is intended to be used for community coordination, municipal communication, emergency response coordination, public announcements, help requests, volunteer participation, reporting, alerts, local information and related civic functions. Municipalities, councils, public bodies and other deployers should ensure that their use complies with applicable law and seek professional advice where required.


Part A — Estia Legal Policy / Terms of Use

1. Introduction

These Terms of Use govern access to and use of Estia, a mobile application and online management dashboard designed to support community coordination, municipal communication, emergency response coordination, public announcements, help requests, volunteer participation, reporting, alerts, local information and related civic functions.

Estia has been designed for use across Cyprus and internationally. It may be made available to municipalities, community councils, public bodies, organisations, verified volunteers, residents, visitors and members of the public, depending on the area, council, organisation or deployment using the application.

By accessing or using Estia, you agree to these Terms. If you do not agree, you must not use the application.

2. Definitions

In these Terms:

“Estia”, “the Application”, “we”, “us” or “our” means the Estia mobile application, the Estia online management dashboard and related services operated by Marios Messios.

“Council” or “Subscriber” means any municipality, community council, local authority, public body, organisation or other entity subscribing to or using Estia for its area or community.

“User” means any person accessing or using Estia, including members of the public, residents, visitors, volunteers, council staff and administrators.

“Help Request” means a request submitted through Estia by a person seeking assistance, support, supplies, shelter, information, emergency coordination or other community help.

“Volunteer” means a person who creates an account to offer help through Estia and whose profile or activity may be subject to verification and approval.

“Verified Volunteer” means a volunteer whose account has been reviewed and approved by Estia, a Council, an administrator or another authorised verification process.

“Administrator” means a person authorised to access the Estia management dashboard, approve or moderate content, manage announcements, review help requests, manage volunteers, send alerts, or perform other administrative functions.

“Content” means any text, images, videos, voice notes, documents, comments, reports, requests, alerts, announcements, location data or other information submitted, uploaded, published or transmitted through Estia.

3. Nature and purpose of Estia

Estia is a digital coordination tool. It is intended to help communities, councils and authorised organisations communicate, organise, collect information, coordinate help and manage local announcements or emergency-related activity more effectively.

Estia does not replace official emergency services, police, fire services, ambulance services, civil defence, medical services or any other competent authority. In an emergency, users must contact the relevant emergency services directly through the official emergency numbers and channels applicable in their location.

Unless expressly stated by a competent authority, information shown in Estia should not be treated as official emergency advice, legal advice, medical advice, evacuation instruction or a guarantee that help will be provided.

4. Eligibility and access

Estia may be used by members of the public to view information, submit help requests or access available community functions without creating an account, where the relevant feature allows this.

Some functions require registration, identity verification, approval or administrator access. These may include volunteer profiles, verified volunteer actions, council staff access, dashboard management, content approval, moderation, alert publishing and administrative functions.

You must provide accurate information when using Estia. You must not impersonate another person, misrepresent your authority, create misleading accounts, submit false information or use Estia in a way that may endanger others.

Where Estia is used by children or vulnerable persons, a parent, guardian, responsible adult, Council or competent authority should supervise use as appropriate. Estia is not intended to encourage children to publish personal information publicly.

5. User responsibilities

When using Estia, you agree to:

  1. use the Application lawfully, responsibly and in good faith;
  2. provide accurate and truthful information to the best of your knowledge;
  3. avoid submitting false, misleading, abusive, defamatory, discriminatory, offensive or unlawful Content;
  4. avoid publishing personal information about other people unless necessary, lawful and appropriate;
  5. avoid uploading images, videos or details that expose private information, children, vulnerable persons, vehicle plates, identity documents, medical details or private addresses unless clearly necessary for the specific request or report;
  6. respect instructions from authorised Councils, administrators, emergency services or competent authorities;
  7. avoid using Estia to harass, threaten, shame, exploit, discriminate against or target any person or group;
  8. avoid interfering with the security, operation or availability of Estia;
  9. avoid scraping, copying, reverse engineering, attacking, overloading or misusing the Application;
  10. comply with these Terms and any additional instructions shown in the Application.

6. Help requests and public submissions

Estia may allow users to submit help requests, reports, comments, images, location details and other information. Depending on the feature, this Content may be visible to administrators, Councils, verified volunteers, other users or the general public.

Before submitting Content, you should consider whether the information is safe and appropriate to share. You should not include unnecessary personal information, sensitive information, medical information, identity numbers, financial details, private contact details, information about children or personal data about third parties unless required for the specific purpose.

Submitting a help request through Estia does not guarantee that help will be provided, that a volunteer will respond, that a Council will act, or that emergency services have been notified. In urgent or life-threatening situations, you must contact the competent emergency services directly.

7. Volunteer participation

Volunteers may be required to create an account and complete a verification process before being allowed to access certain functions, communicate with people asking for help, approve requests, assist with moderation or appear in public volunteer listings.

Verification is intended to improve trust and safety, but it does not guarantee the qualifications, reliability, availability, background, character, insurance status, professional competence or legal authority of any volunteer.

Volunteers are responsible for their own actions, safety, transport, equipment, conduct and compliance with applicable laws. Volunteers must not claim to represent Estia, a Council, emergency services or any public authority unless expressly authorised.

Estia, Councils and administrators may refuse, suspend, restrict or remove volunteer access where there are safety concerns, misuse, false information, complaints, inactivity, breach of these Terms or any other reasonable concern.

8. Council and administrator responsibilities

Councils and administrators using the Estia dashboard are responsible for the information they publish, approve, reject, moderate or send through the Application.

Councils and administrators must use Estia lawfully and only for authorised purposes. They must ensure that announcements, alerts, public information, approval decisions and communications are accurate, proportionate and appropriate to their role.

Where a Council uses Estia to process personal data for its municipal, public-interest, emergency, community or administrative functions, the Council may act as a data controller for that processing. Estia may act as a processor or service provider under a separate subscription agreement, data processing agreement or similar arrangement.

9. Content moderation and approval

Estia may include approval workflows. Help requests, public posts, reports, volunteer profiles, announcements or other Content may be reviewed by administrators, Councils, verified volunteers or Estia staff before publication or action.

We may remove, hide, edit, redact, reject, restrict or moderate Content where we reasonably believe it is unlawful, unsafe, inaccurate, private, abusive, defamatory, discriminatory, spam, irrelevant, misleading, duplicated, harmful, outside the purpose of the Application or in breach of these Terms.

We are not obliged to publish any Content. We are not responsible for delays in moderation, approval or response.

10. Public alerts and announcements

Estia may be used to publish announcements, events, roadworks, water cuts, public notices, active alerts, emergency updates or other information.

Unless expressly stated otherwise, such information is provided for communication and coordination purposes only. Users should verify critical information with the relevant competent authority, especially during emergencies, evacuations, health risks, infrastructure failures, road closures or severe weather events.

11. Location information

Some Estia features may use location information to display local content, route requests, show nearby help, map incidents, identify affected areas or improve coordination.

Location information may be approximate or inaccurate. Users should not rely solely on Estia for navigation, emergency routing, evacuation, safety assessment or rescue coordination.

12. Prohibited uses

You must not use Estia to:

  1. submit false emergency reports or hoaxes;
  2. interfere with official emergency response or public safety operations;
  3. harass, threaten, abuse, exploit, defame or discriminate against others;
  4. publish private information about another person without lawful basis;
  5. identify, shame or accuse individuals publicly;
  6. upload unlawful, violent, hateful, sexually explicit, exploitative or harmful material;
  7. promote political, commercial, religious or fundraising activity unless expressly permitted by the relevant Council or deployment rules;
  8. send spam or unsolicited messages;
  9. impersonate a Council, public authority, emergency service, volunteer or other person;
  10. access or attempt to access systems, accounts or data without authorisation;
  11. reverse engineer, copy, reproduce, scrape or misuse the Application or its data;
  12. use Estia in a way that could damage, disable, overload or impair the Application.

13. Intellectual property

Estia, including its design, name, software, source code, database structure, workflows, interface, branding, graphics, icons, content structure, documentation and related materials, is owned by or licensed to Marios Messios.

No rights are transferred to users, Councils, volunteers or administrators except the limited right to access and use Estia in accordance with these Terms and any applicable subscription agreement.

You must not copy, modify, reproduce, distribute, resell, sublicense, reverse engineer or create derivative works from Estia without written permission.

14. User Content licence

You retain ownership of Content you submit, subject to any rights held by other persons or organisations.

By submitting Content through Estia, you grant Estia, the relevant Council and authorised administrators a non-exclusive, worldwide, royalty-free licence to use, host, store, copy, display, process, transmit, moderate, redact, translate, analyse and share that Content as reasonably necessary to operate Estia, respond to requests, publish permitted information, coordinate support, comply with law, protect safety, and provide the relevant service.

Where Content is submitted to a Council-controlled area of Estia, the relevant Council may have additional rights and responsibilities under applicable public records, transparency, administrative, emergency management or data protection laws.

15. Third-party services and links

Estia may integrate with third-party services such as hosting providers, map providers, analytics tools, notification providers, email services, SMS services, identity tools, payment processors, app stores or external websites.

We are not responsible for third-party websites, services, content, policies, availability or actions. Your use of third-party services may be subject to separate terms and privacy policies.

16. Availability and changes

We aim to keep Estia available and functioning, but we do not guarantee uninterrupted, error-free or continuous availability. Estia may be unavailable due to maintenance, updates, technical issues, internet failures, hosting issues, security incidents, force majeure events, emergency conditions or matters outside our control.

We may update, modify, suspend or discontinue features of Estia from time to time. Where Estia is provided to a Council under a subscription agreement, service availability and support obligations may be further described in that agreement.

17. Disclaimers

Estia is provided as a digital coordination and communication tool. To the maximum extent permitted by law, we do not warrant that:

  1. information submitted by users, volunteers, Councils or third parties is accurate, complete or up to date;
  2. help requests will be approved, seen, answered or fulfilled;
  3. volunteers will be available, qualified, suitable or safe;
  4. alerts or announcements will reach every user;
  5. the Application will be uninterrupted, secure, error-free or suitable for every emergency or use case;
  6. the Application can replace official emergency channels, public authorities or professional advice.

18. Limitation of liability

To the maximum extent permitted by law, Estia and Marios Messios shall not be liable for indirect, incidental, consequential, special, punitive or exemplary damages, including loss of profit, loss of data, loss of goodwill, reputational harm, business interruption, failure of communications, failure of volunteers to respond, incorrect user-submitted information, reliance on public Content, or delays in emergency response.

Nothing in these Terms excludes or limits liability where such exclusion or limitation is not permitted by law, including liability for fraud, wilful misconduct, or death or personal injury caused by negligence where applicable.

Where Estia is provided under a separate subscription agreement with a Council, any contractual liability between Estia and the Council shall be governed by that subscription agreement.

19. Suspension and termination

We may suspend, restrict or terminate access to Estia where we reasonably believe that a user, volunteer, Council staff member or administrator has breached these Terms, created a safety risk, submitted false information, misused the Application, compromised security, violated law or acted in a way that may harm Estia, users, Councils or the public.

Users may stop using Estia at any time. Registered users may request deletion or deactivation of their account, subject to the Privacy Policy, applicable law, Council retention obligations and legitimate operational needs.

20. Changes to these Terms

We may update these Terms from time to time. The latest version will be made available in the Application or on the Estia website. Where changes are material, we may notify users, Councils or administrators through appropriate means.

Continued use of Estia after the effective date of updated Terms means you accept the updated Terms.

21. Governing law and jurisdiction

These Terms are governed by the laws of the Republic of Cyprus, unless otherwise required by applicable mandatory law or agreed in a separate subscription agreement.

Any dispute arising from these Terms shall be subject to the courts of the Republic of Cyprus, unless mandatory law provides otherwise.
